If you’re in real estate, you know this truth all too well: almost every transaction passes through government offices. From building permits to zoning clearances, land conversions, and due diligence checks—nothing moves without navigating layers of bureaucracy. And inefficiency or corruption in these processes doesn’t just slow deals; it distorts markets, inflates costs, and sometimes kills opportunities before they even start.
Enter BetterGov.ph, a new community-built portal launched by a small team of startup enthusiasts frustrated with slow, opaque government processes. Instead of waiting for reforms, they hacked together a public portal for ideas and collaboration on government inefficiencies. The platform is a space for citizens, programmers, professionals, and policy advocates to propose solutions, share ideas, and build small proof-of-concept projects that improve governance. Think of it as GitHub for better government—where problems are posted, fixes are proposed, and progress can be tracked.
Why It Matters to Real Estate and Proptech
Currently, BetterGov.ph is collating government services related to housing, among other public services—and this is just the beginning. In real estate, delays and “facilitation fees” have become normalized as “just part of the process.” Developers, brokers, appraisers, and investors accept waiting months for approvals or paying under-the-table to speed things up as inevitable. But what if we could track, expose, and ultimately fix those cracks in the system?
BetterGov.ph offers the potential to transform these pain points into actionable insights:
- Transparency: Know exactly which processes are delayed, by whom, and for how long.
- Efficiency: Reduce wasted time chasing approvals, so projects move faster.
- Accountability: Expose patterns of favoritism or irregularities in permits, land conversions, and zoning approvals.
- Data-Driven Decisions: For developers and investors, having access to verified information about land use changes or approvals allows for smarter planning and risk management.
For proptech innovators, the platform could serve as a foundation for building apps, dashboards, and analytics tools that integrate real government data directly into workflows. Imagine a system where due diligence, site verification, and market intelligence can be done with a few clicks instead of months of paperwork.
BetterGov.ph isn’t just a civic experiment—it’s a strategic tool that can reshape how real estate professionals interact with government, turning bureaucracy from a bottleneck into a source of actionable data.
My Proposal: Land Use Transparency
One project that I am proposing to BetterGov.ph is a public map of land use conversions, exceptions, and variances.
Every city and municipality already has a Comprehensive Land Use Plan (CLUP)—a roadmap for what land can be residential, commercial, industrial, or agricultural. In theory, it ensures orderly growth. In practice, exceptions and variances are buried in bureaucratic layers or “lost” in paperwork, leaving room for corruption and backroom deals.
A BetterGov.ph land use transparency project (TULIP – Transparency in Use of Land in the Philippines)—doesn’t the name just ring?—would bring these deviations into the open, giving real estate professionals, investors, and the public a clear view of land conversions and classifications.
Key Use Cases
- Community Oversight: Citizens and professionals can flag deviations from official plans to hold LGUs accountable.
- Policy Support: Urban planners and researchers can analyze patterns in land use changes and development trends.
- Due Diligence Made Simple: Brokers, developers, and appraisers can instantly check whether a parcel aligns with the CLUP or if it has approved exceptions.
Benefits
- Transparency: No more hidden reclassifications—every exception leaves a public trail.
- Efficiency: Cuts days of document chasing when doing site checks or valuations.
- Fairness: Reduces insider advantage and levels the playing field.
- Accountability: Makes corruption harder when decisions are publicly traceable.
Possible Features
- Interactive Land Use Map: Overlay CLUP zoning against actual conversions and variances.
- Timeline Tracker: See when land changed classification, who approved it, and under what resolution.
- Searchable Database: Quickly check the zoning and conversion history of a property.
- Downloadable Data: Feed verified land use records into proptech apps and valuation models.
- Community Flagging: Let professionals and citizens tag questionable variances for further review.
The Big Idea
BetterGov.ph proves that citizen-led solutions can hack bureaucracy when government processes fail to serve the public efficiently. If the government can’t fully commit to public service, then we can commit ideas, data, and code to make the system better. Because just like in programming, a good commit moves progress forward, while blame fixes nothing.
For real estate professionals, developers, and proptech innovators, a project like this isn’t just a civic exercise—it’s a tool that makes our market more transparent, fair, and predictable.
